VA officer arrested on DUI suspicion

A security officer at Fargo’s Veterans Affairs Medical Center was arrested
on suspicion of terrorizing and drunken driving early Wednesday after he
allegedly threatened a woman, Fargo police said.
The 28-year-old Moorhead woman walked into the Simonson station at 3810
Main Ave. about 3 a.m. and told an employee and a customer that a man she
was with had threatened her with a gun, Sgt. Jeff Skuza said.
After the woman returned to the car, the man entered the store and
displayed an official-looking card in a wallet and “said something to the
effect of being an officer of some type,” Skuza said. The man then left in
the car with the woman.

Officers stopped the vehicle in the 1000 block of
14th Street South and found a loaded semi-automatic handgun under the
driver’s seat.
Richard Allan Martin, 45, of West Fargo was arrested and booked into the
Cass County Jail.
Martin is a licensed police officer employed by the VA hospital, Skuza
said. It was not known if the 9 mm pistol was Martin’s duty weapon, he
said.
Martin had just met the woman in a bar earlier in the evening, Skuza said.
The woman was not injured.
Peggy Wheelden, public affairs officer at the VA hospital, said that
because of privacy issues, she could not talk about any potential
disciplinary actions that Martin may face.
“We can acknowledge his employment here. However, it is unrelated to his
employment, and we are working cooperatively with the law enforcement
authorities as they continue their investigation,” she said.
Wheelden said VA security officers are federal police officers responsible
for all police activity on VA property.
“They don’t have any jurisdiction off VA property, however,” she said.
Martin was being held on $500 bail and is expected to appear in court
today.
According to Cass County court records, Martin was arrested May 25, 2006,
on suspicion of DUI. He was originally charged with a DUI for the
incident, but pleaded guilty to an amended charge of reckless driving, a
Class B misdemeanor.
He was sentenced on Oct. 20, 2006, to one year of unsupervised probation
and 30 days in jail, which was suspended. He also was ordered to complete
a chemical dependency evaluation.
