It's good to know that local politicians are trying to stop the VA from awarding prime land to developers in Montrose, NY.  This is a beautiful campus and should be maintained for veterans.

Push continues for 'Veterans Village' in Montrose

MONTROSE - With the U.S. Department of Veterans Affairs expected to put out a request for development proposals for the Montrose veterans hospital site this month, proponents of a plan to create a "Veterans Village'' on the Hudson River property are trying to convince VA Secretary James B. Peake that their plan would best serve local veterans and provide the best use of the land.

"We're not happy that the VA is going through the RFP (request for proposals) process,'' said Westchester County Executive Andrew Spano. "We would have preferred that they approved the plan we gave them for the Veterans Village. Our concern is that they may decide to cut up the property and, for example, award the portion directly next to the river to a private developer. We feel strongly that the entire property should be used for the benefit of veterans. ... We are pushing for a meeting with the VA secretary."

VA officials did not return messages seeking comment.

The VA announced in October that it plans to transfer 125 nursing home beds and 70 psychiatric beds from Montrose to the Castle Point hospital in Fishkill. Later that month Westchester County, the Montrose Elders veterans group, the town of Cortlandt and state officials proposed the Veterans Village plan - which would provide a broad range of services.

Among other things, it calls for affordable housing, a continuing care retirement community, senior housing, continued operation of the state-run nursing home already there, temporary housing for families of veterans receiving medical services and some retail space and recreation facilities.

The plan would preserve the 50 buildings constructed on the property between 1947 and 1950. All new buildings would use environmentally friendly technology and maximize energy efficiency.

"We've come up with all kinds of ideas, and we have a number of developers and contractors who are interested in working on this with us,'' said Ronald Tocci, commissioner of veterans affairs for the state Department of Labor and head of a veterans village advisory committee appointed by Spano. "We can obtain the funding for this. All we need is for the VA to give us the go-ahead.''

The plan has the support of virtually all veterans organizations in the region.

"Veterans Village would meet virtually every need of veterans,'' said
Dan Griffin, a member of the advisory committee and executive director of Westchester's Chapter 49 of the Vietnam Veterans of America. "It would be the first of its kind and serve as a model for the rest of the country, and it wouldn't cost the VA anything."

Tom Meier, director of the Westchester County Veterans Service Agency, said that while the proposal has been well received by the VA, "They've had two secretaries and an acting secretary in the past nine months. We've had meetings with them, and County Executive Spano has written to all of them, but it's been tough to get a definitive answer. In May we were told that they were going to put out a RFP this month.

"We're concerned that if big-money developers come in, the VA may make a short-sighted decision to grab the big bucks instead of doing what's best for veterans who live in the Hudson Valley.''

Spano said that if the VA does request development proposals, "We will be ready, and we will be involved in that process. We were hoping to avoid it, but we believe we have the best plan to serve veterans."
