Buyer Concerned over GAO Report on VA Training Programs

Washington, DC – Today, Committee Ranking Member Steve Buyer (R-Ind.) expressed concern over report findings that show the ineffectiveness of Department of Veterans Affairs (VA) training programs for benefits claims processors.

The May 2008 report, released by the U.S. Government Accountability Office (GAO), found that while VA has standardized training requirements, it does not hold staff accountable for meeting them. The report also faulted VA for generally failing to ensure training resources are up-to-date and relevant, and that employee performance evaluations reflect training activities.

“Given the huge backlog in benefits claims, I find it perplexing that VA is not ensuring claims processors complete required training,” Buyer said. “Apparently managers at VA headquarters and directors at VA Regional Office are not emphasizing the need for training.”

“VA supervisors must ensure that junior employees have a thorough understanding of the complex VA benefits system. Failure to do so ultimately harms veterans. I urge Secretary Peake to direct an independent review of the VA’s training system, and to emphasize supervisors’ responsibilities at every level.”

H.R. 5576, the Veterans’ Claims Backlog Reduction act of 2008, introduced by Buyer in March, has a provision to require an experienced private firm to review and certify the training and performance programs for VA claims processors.

“I urge my colleagues to approve H.R. 5576 as soon as possible. An independent assessment of VA training programs and performance evaluation practices is necessary to provide insight that will lead to greater accuracy in VA claims decisions and better support for our veterans.”
